    What does civic integration or the State Exam cost?

      Civic Integration Examination Abroad

      For people abroad who want to live with a partner in the Netherlands and need an MVV (entry visa) to do so.

      On a computer, at a Dutch embassy or consulate.

      • You register and pay online with DUO (naarnederland.nl). You then make your own appointment at the embassy.
      • You receive the result within 8 weeks. Passed everything? Then apply for the MVV within 1 year.
      • From Afghanistan? The exam cannot be taken in Afghanistan itself, but it can be taken in Iran (Tehran), Pakistan, India or the United Arab Emirates, among others.
      • Exempt are, among others, nationals of EU/EEA countries, Switzerland, the United Kingdom, the US, Canada, Australia, New Zealand, Japan or South Korea, and people with a State Exam NT2 diploma.

      Civic integration exam via the B1 route

      For people who became obliged to integrate on or after 1 January 2022. Your route is set out in your personal plan (PIP) from the municipality.

      The language exams (State Exam NT2 I, level B1) and KNM on a computer at DUO. The participation statement and the MAP (free) at your municipality.

      • You have 3 years, counted from the date of your PIP.
      • Asylum status holder? Then the municipality pays for your course and your first 2 attempts per exam part are free.
      • Family migrant or other migrant? Then you pay yourself or borrow from DUO. That loan can only be used at schools with the Blik op Werk quality mark.
      • B1 not working out? After at least 600 hours of lessons, the municipality can lower individual parts to A2.

      Civic integration exam A2

      For people obliged to integrate under the old act (before 2022), for naturalisation and for a permanent residence permit.

      • You register via Mijn Inburgering (with DigiD). Expect a waiting time of sometimes more than 6 weeks.
      • Under the old act, the ONA (€40) and the participation statement are added; the exam fees are then €290 in total.
      • A State Exam NT2 I or II diploma also counts for naturalisation.

      State Exam NT2 Program I

      For work or an MBO programme at level 3 or 4. These are also the language exams of the B1 route in civic integration.

      • Register via Mijn DUO (with DigiD), from about 8 weeks until no later than 3 weeks before the exam. Places often fill up sooner.
      • You can cancel free of charge until 4 weeks before the exam.
      • The result follows after about 3 to 7 weeks. The diploma remains valid indefinitely.

      State Exam NT2 Program II

      For higher professional education (HBO), university or high-level work. With a foreign diploma, universities usually require NT2 II.

      • Register via Mijn DUO (with DigiD), from about 8 weeks until no later than 3 weeks before the exam. Program II often fills up quickly.
      • You do not have to take Program I first.
      • The result follows after about 3 to 7 weeks. The diploma remains valid indefinitely.

    Who pays what?

    • Asylum status holder (2021 act)

      • The municipality pays for your language course.
      • Your first 2 attempts per exam part are free.
      • You pay for any extra attempt yourself.

    • Family migrant or other migrant

      • You pay for the course and the exams yourself.
      • Or you borrow the money from DUO (up to €10,000).
      • The loan can only be used at schools with the Blik op Werk quality mark.

    • State Exam for study or work

      • You pay €50 per part, €200 for the whole exam.
      • Someone else, such as your employer, may pay for you.
      • You pay with iDEAL or by invoice.

    Borrowing from DUO

    • You can borrow up to €10,000. The exact amount depends on your income and that of your partner.
    • The loan is for the course, learning materials and exams, not for a laptop or registration fees, for example.
    • You can only use the loan at a school with the Blik op Werk quality mark. Check this on zoekinburgerschool.nl.
    • The interest rate is 2.29% (2026). You start repaying 6 months after completing your civic integration, within at most 10 years.
    • Do not count on the loan being cancelled if you pass in time: under the 2021 act this is not a fixed rule.

    Honest about TaalPro

    TaalPro does not (yet) have the Blik op Werk quality mark. You therefore cannot use a DUO loan for a course at TaalPro. With us you pay a fixed monthly amount, without a loan.

    Mind your deadline

    • You have 3 years to complete civic integration. In certain circumstances you can get an extension.
    • If you do not make it in time and you are not an asylum status holder, DUO can impose a fine of up to €1,000.
    • Since July 2025, DUO no longer fines asylum status holders. Fines still apply to family migrants.

    Other costs

    • Participation statement and MAP (2021 act): free, at your municipality.
    • Under the old act (2013): ONA €40 and the participation statement €150 (free for asylum status holders).
    • Exam abroad: the "Naar Nederland" self-study pack costs €25, but you can also download it for free.
    • Since July 2026, childcare benefit is also available for mandatory parts such as the MAP and the participation statement.

    And what does a course at TaalPro cost?

    From €34 per month for a weekly lesson in a small group. The intake and the level test are free.

    Questions about costs

    Is the exam fee included in the course price?

    No. You pay for the official exam to DUO, not to TaalPro. The State Exam NT2 costs €50 per part (€200 for all four), the civic integration exam €50 per part and the exam abroad €150. See all costs at a glance.

    Can I pay for the course at TaalPro with a DUO loan?

    No, not yet. A DUO loan can only be used for courses at schools with the Blik op Werk quality mark, and TaalPro does not (yet) have that mark. With us you pay a fixed monthly amount. You can use a DUO loan for the exam fees.

    I am an asylum permit holder. Can I do my civic integration at TaalPro?

    Under the Civic Integration Act 2021 your municipality chooses and pays for the language school for your civic integration. So you cannot choose TaalPro yourself and send the bill to the municipality. If you want extra practice next to your civic integration course, for example for the State Exam NT2 or for speaking, you can do that at TaalPro at your own cost. If you fall under the old act (before 2022), you choose the school yourself. Note: a DUO loan can only be used at a school with the Blik op Werk quality mark, and TaalPro does not (yet) have that mark. More on who pays what: Costs and funding.
